We’re Voting YES for a Stronger NIH

How to Vote:

Fellows at NCI-Frederick, NIEHS, and Rocky Mountain Labs will vote by mail starting early November:

  • Mail ballots will start arriving in early November.

Bethesda and Rockville Fellows will vote in person in Bethesda on December 6:

  • Location: Building 50, 1st Floor Conference Room
  • Polls will be open: 8 AM – 5 PM

Baltimore Fellows will vote in person in Baltimore on December 6:

  • Location: Lobby of Bayview Biomedical Research Center
  • Polls will be open: 10 AM – 2 PM

We have a clear choice in this election. Voting “YES” means NIH administrators would have a legal obligation to bargain with our elected Fellow representatives over pay, benefits and workplace rights, and to secure any agreements on improvements or maintaining current benefits in a legally binding and enforceable contract. We will be joining 100,000 UAW academic employees in working together to make research workplaces more just, fair, and equitable.

Over the course of hundreds of conversations, we’ve seen that NIH Fellows share many of the same challenges as academic employees all over the nation. These include increasing bureaucratic hurdles for international workers, unpredictable salary increases that don’t match the skyrocketing cost of living, insufficient paid parental leave, and a lack of recourse for sexual harassment, discrimination, and bullying. Such challenges add unnecessary stress to the Fellow experience and reduce our ability to conduct quality research. 

Right now, NIH administrators decide unilaterally if, how, and when to address problems affecting Fellows without taking into account our lived experiences. With collective bargaining, negotiations will take place with us present as equals. With strong participation and support in our vote we can negotiate a contract that not only improves our pay, benefits, and workplace rights, but also ensures the security and stability that enables us to represent the NIH as our best selves. With the continuity of a certified union, we can project our voices beyond the campus and build a more connected community within it.

Over the past year in town halls and other meetings, NIH Fellows have already identified common priorities that we could immediately address through a contract. Consider the thoughts of our colleagues and these basic reasons to vote “union yes” by mail or in person in Bethesda or Baltimore on December 6th.

Fair workplace standards enable Fellows to prioritize research.

As Fellows, our work is the driving force behind the NIH’s research mission — we make valuable contributions that have earned NIH international renown and support day-to-day operations. Although all NIH Fellows contribute to the institution’s goal of seeking fundamental knowledge regarding the nature and behavior of living systems, our salary is stratified unequally across institutions, and stipend increases must be negotiated by NIH leadership, amongst themselves, on an annual basis. Living in the face of generationally high inflation, we are not guaranteed the security of a stipend that adequately reflects our living conditions despite the effort we put forth. 

In 2020, postdocs at Columbia approved their first union contract and took their minimum salaries from the lowest for postdocs in New York City to the highest. In doing so, they helped raise the standard for other NYC institutions. It is time for us to come together and demand salaries and other benefits that reflect the value of our contributions, and to secure them in a contract, so we can focus on the quality of our research instead of how to make ends meet.

Collective bargaining can create a more accessible Fellow experience.

As Fellows, many of us spend upwards of 50 hours a week in the lab. A lack of institutional support combined with high cost of living means NIH Fellows are forced to live in substandard housing while trying to make ends meet. This can mean living far from work even though a majority of our experience is gathered by working in the lab or alongside our peers. It can also mean dealing with housing instability and bearing unnecessary burdens, such as not being able to pay rent or frequently getting priced out of apartments. As NIH Fellows, we deserve security and a stable living situation during the duration of our training.  

By standing together, we can demand better support and negotiate changes that improve the quality of life for everyone that comes to the NIH.

A stronger voice to advocate for International Fellow rights.

As International Researchers at the NIH, we are voting “yes” for our Union

With 100,000 academic workers across the US, the UAW, nationally and locally, has become a leading voice in expanding early-career opportunities for international fellows and establishing protections for J-, H-, and F-visa holders. Through UAW, international postdocs have been able to win multi-year appointments, enabling longer visa durations, and the right to be compensated during employer-related visa delays. The UAW’s commitment to international researchers and scholars stems from the leadership of international researchers and scholars themselves. Postdoc and graduate employee unions affiliated with UAW are often led by international students and scholars, who serve in top leadership positions in local unions nationwide.

Joining together with other academic workers in the UAW has become more urgent than ever as  recent government actors have waged unprecedented attacks on science, sexual harassment protections, and the rights of international scholars.

Our research is stronger when everyone can contribute.

Vote ‘UNION YES’ for an NIH that supports parents

Pregnancy, childbirth and adoption should be occasions for celebration – without unnecessary stress caused by having to return to work too soon after giving birth, or concerns about unstable benefits, housing, or visa status. Unfortunately, this kind of stress is all too prevalent for NIH Fellows. More women are obtaining Ph.D.s in science than ever before, but discrimination and a lack of adequate paid parental leave policies force them to choose between parenthood and an academic career. Because of this, women are far more likely than men to leave academia before obtaining tenure at a college or university.

Under-representation of women in senior roles has been a longstanding problem within academia, and, for this reason, establishing universal support for all childrearing NIH fellows is so important.

Together we can make the NIH more equitable and inclusive.

Inequalities — including those based on gender, race, sexual orientation and immigration status — continue to create barriers for many of the most talented to enter the academic and scientific workforce. Even the NIH’s own internal surveys show that the rampant culture of harassment, discrimination, and bullying in research workplaces are present here. High profile cases of misconduct and coverups by senior leadership have tarnished the reputation of the NIH, such as at NIDA in 2019.

Currently existing systems of recourse for incidents regarding discrimination, harassment, and bullying often take years to complete, putting an NIH Fellow’s career on hold for an unsatisfying resolution or otherwise wasting a hard fought career opportunity. Clearly, we cannot rely on the NIH or any other research institution to stop this type of workplace conduct using its own internal processes. At the University of Connecticut, for example, a graduate assistant worked with her union to successfully resolve a major sexual assault and harassment complaint in three months. Though much work remains to be done, postdocs, graduate students and adjunct faculty in the UAW have helped make progress on many of these issues, both at the bargaining table and in policy advocacy through the UAW.

We’re voting yes for our union, NIH Fellows United – UAW!

On December 6th, we’re voting “union yes” to join hundreds of thousands of other research and higher education workers in the growing movement to improve research working conditions and build better, more stable career paths in science. 

The NIH is the largest biomedical research institution in the world and, without us, the research and clinical work that makes it run would not be possible.

As young scientists, we know that biomedical research careers are in trouble. Systemic problems abound: lack of protections from workplace harassment, instability for international researchers, unsustainably low pay, precarious career pathways, and more. Growing numbers of researchers around the US have come to the conclusion that forming unions is critical for addressing these issues and strengthening science.

We’ve already seen the positive impact that can result from collective action at higher education and research institutions around the country. Shortly after our campaign became public, and against the backdrop of tens of thousands of academic researchers organizing at institutions across the US, the NIH announced pay increases that increased both minimum pay and equity between ICs. While we acknowledge that important step forward, we also know that we can’t rely on such an unpredictable process for making improvements. We need a secure seat at the table to make sure our needs continue to be met.

We, the undersigned, encourage all of our colleagues who are Fellows at the NIH to vote Union Yes, encourage our colleagues to vote, and set us on a strong path to our first union contract.
